Letter 26: Request to Revise Unmeasurable IEP Goals

When to Use It

Send this letter after you have run each annual goal through the tests in Tools 29 and 30 and found goals that cannot be measured as written. The Individuals with Disabilities Education Act (IDEA) requires measurable annual goals (34 C.F.R. § 300.320(a)(2)). A goal is measurable when it states where your child starts (the baseline), the number your child is working toward (the target), the tool and schedule for measuring, and the date the target is due. “Will improve reading skills” has none of those, and no one can be held to it.

You do not have to wait for the annual review. Goals can be revised at an IEP meeting, or - if you and the district agree - by a written amendment without convening a meeting (34 C.F.R. § 300.324(a)(4)). Either way, you are entitled on request to a copy of the IEP with the amendments incorporated (34 C.F.R. § 300.324(a)(6)).

Send it to: the director of special education and the IEP team chairperson. Copy the case manager.
