When to Use It
Use this letter first, before you build the claim inventory and before you draft anything. D.C. gives you a right New York does not: the complete file, inspected, reviewed, and copied, at no cost to you (5-A DCMR 3030.1, checked August 13, 2026). The federal floor lets a district charge you a fee for copies only if the fee does not stop you from inspecting and reviewing the records, and a district can never charge you to search for or retrieve them (34 C.F.R. 300.617). The District of Columbia does not. Send this letter to the correct respondent, using DC-Tool 7 to confirm whether that is DCPS, the charter LEA, OSSE, or DYRS, before you file anything or attend another meeting.
